What is the proper way to quote the bible?

In harmony with what is really being said.

Yes, you are right about quotation marks,

The scripture reference can go before or after the quotes.

Is it wrong to not use quotation marks?

it depends on how you set the verse apart from what you are saying.

(Romans 15:4-6) 4 For all the things that were written aforetime were written for our instruction, that through our endurance and through the comfort from the Scriptures we might have hope. 5 Now may the God who supplies endurance and comfort grant YOU to have among yourselves the same mental attitude that Christ Jesus had, 6 that with one accord YOU may with one mouth glorify the God and Father of our Lord Jesus Christ.

Adding quotation marks to the following example may confuse who is actually speaking.

Matth 4:7 Jesus said to him: “Again it is written, ‘You must not put Jehovah your God to the test.’” (If you had quotations to this behind the word test you would have ' " ",

so it would look like this.

" 7 Jesus said to him: “Again it is written, ‘You must not put Jehovah your God to the test.’” "

which could be confusing.
